Asterisk questions [need some direction]

Hello

let me ask u guys something:

if i have an URA, with asterisk, i want clients to call the ura, not the reverse, how my phone will ring if i am calling the ura, and how my computer connect with the phone?

i need this structure:

client call URA > ura answer ok > other client call URA > ura ok, start conference.
