Is there a way to allow one user (User1) to invoke a chat with another user (User2), if User2 does not have User1 in their roster, but both parties are online?

Yes. In Exodus, for example, select “Send Instant Message” from “Exodus” menu.
According to the XMPP spec: As long as User1 knows the address of User2 and User2 has not blocked communication from User1 you will be able to chat “blindly”.
According to Messenger: As long as User1 knows the address of User2 you will be able to chat “blindly”.
In other words, if the server supports “Blocking Communication” then it is possible that two users may not chat between them. Currently Messenger does not support that feature but will do in a future version.
