Chat with people in contact list only

Is it possible to limit users to chat with only the people that are in their contact list?

Is there a way that the contact list is managed only by the server?

You could take a very round about method using packet filter plugin, disabling search plugin, setting subscription plugin to reject all requests and sharing preconfigured groups in openfire.
