Contact list/IM Transport fails to load

We have several users of spark who consistently do not receive any contacts, or IM Gateway transports on their first login (whether they are a new jabber user, or a returning jabber user). The users must close spark, and login again before their contact list is received as well as the IM Transports.

I have used other clients, and have not been able to reproduce the same problem. Has anyone else seen this problem?
