How do I forbid user to create chat room?

I want create only one public chat room on the xmpp server and then forbid other user to create any other chat room. How should I do ?

In Admin Console go to Group Chat settings > Room Creation Permissions and check the “Only specific users can create a chat room.” setting. Then nobody will be able to create chat rooms. Or you can specify there users who should be able to do this.
