What are using SRTP for?

In order to secure the data stream for voice chat.

For voice chat, SRTP is only used by the clients at both ends of the call.

For P2P calls, Openfire is not involved in the media and only routes the XMPP Jingle messages which can be encrypted with TLS.

If the Openfire Jingle Relay Nodes plugin is used, the media packets can be passed untouched by Openfire acting as a third party when both clients cannot route directly to each other.

Finally answering your question, You cannot enable SRTP on Openfire. You need to do it on the client
