How to restrict user1 from chatting with user2 unless user2's approval?

Dear All,

I am using openfire from last month. I can see any user can add to any user without their permission.

So is there any plugin developed to take care this approvals activity.

User1 can only communicate with the User2 only if User2 approve/allows.
