Jingle audio broken on vista?

I am unable to get jingle audio to connect between spark 2.5.1 on an XP machine and a Vista machine. Between XP machines works fine. All machines are using java 6u1.

The call fails with “Voice chat ended: unable to negotiate session. This may be caused by firewall configuration problems.”

Has anyone else succeed in using jingle audio on vista or is it known broken?

More research seems to indicate JMF fails on Vista. http://www.igniterealtime.org/issues/browse/SPARK-690

Perhaps it will work with Speex?
