Can I have ALL contacts automaticly added to a new users Roster list?

I under stand the import and export function, but Id like to find a auto way

We use this Server for work, and We have over 200 Co-Workers, and when we make a new account its really have to have them all imported into the Contact List

I beleave Iv figured out a way , but using the Groups and forceing them to share the full list
