Steps to recreate
From navigation bar: Contacts, Add Contact Group, enter the Name of Group, Right click on the newly added Group, select Delete.
From navigation bar: Contacts, Now missing is Add Contact Group (It is however available on right click of a group)
You must exit and restart Spark to have the functionality returned to the navigation bar.
