Notification of broadcast messages

I have some users who are not receiving a visual notification of a broadcast message. Is there something I am missing, the clients are running Spark 2.6.3

You should check Preferences of the client not receiving notifications and compare to a one which works fine. Specifically you should check Notifications menu (Show a toast popup) ir if using Roar, check if popups are enabled in that menu. As i understand they still get the message itself? Just no popup?
