I am hoping someone can help with this issue. I am running Openfire.server 4.1.3 and Spark 2.8.3. When sending Broadcast message my off line users are not getting the message when they log in. Is there some setting or something I should be looking at to correct this?

How do you send it? If you use Message tool on the Sessions page in Admin Console, then it only sends to connected, online users. If you are using Broadcast plugin, there is a setting in its readme, that enables sending to offline users. You can also use Spark for broadcasting and select offline users along with online ones.
