my xiff client works well with openfire, and my spark client wors weel with openfire and connection manager.
but my xiff client doesn’t work with connection manager, that’s because of lack of policy file

We had the same issue! Very frustrating and I think the Connection Manager definitely needs the socket policy file server embedded into it. Wouldn’t take much work to do as it is the same as the Openfire implementation. I was going to do it myself but just haven’t had time.
You can get around it by running something else (some kind of policy file server) to serve the policy file.
I am not sure what operating system you are using so can’t make any specific recommendations. Adobe provide some on their site.
