Maybe you can do it that way:
1.) Upload the file to a HTTP server.
2.) Use http://xmpp.org/extensions/xep-0066.html to communicate the URI to the recipient in a message, e.g.

You could also use a clever HTTP server or REST service, so that the file will be deleted automatically after, say 30 days or directly, once it has been downloaded.
