Some openfire user need to broadcast to Everyone in system

Dear Sirs,

If there are some users want to broadcast to everyone in the openfire IM system, how they can do.

My Openfir IM system now have 3000 users connection. I don’t want these users access the console openfire.

Can they broadcast via their IM Client such as spark, pandion,…?
