If I copy the shortcut from the desktop into the startup folder it works fine. Maybe you could automate that?

How about putting a link into the users autostart folder via the filesystem? There is one big catch afaik:

Hmm, although there is a %userprofile% variable the following folders (to get down to the autostart folder itself) are differently named for each locale, so this could be tricky…
