Is there a way to have users delete there chat log history.
Yes.
In Spark, click the Spark Menu item, then Click Preferences.
On the Chat tab there is a “Disable Chat History” checkbox. Clciking that will erase all previous chat histories.
You can also go to the transcript folder in the user’s folder and delete seclective chat histories.
the locally stored logs can be deleted by disabling chat history in spark exiting the program and relaunching.

This is a feature of the application itself, not the server, so far as I know. It will need to be disabled individually. Perhaps someone else knows of a way to create a script to do this remotely.
There is an add-on you can get that will monitor chat traffic, but disabling that wont get rid of the histories on each individual machine.

If you have the ability to remotely run a logon script you can replace their spark properties file at login with a configuration of your suiting. You need to copy the spark.properties file to each users spark folder in their user profile.
