StringIndexOutOfBoundsException when modifying user permissions for Group Chats

OpenFire 3.6.3

I have a a private Group Chat room with a password. I can create the room fine, and add give user permission to enter the room (when I create the room).

However, once the room is created, if I got to Room Admiinstration > Room Settings > User Permissions

I get the following Java error:

In order to add new people, I have to completely delete the room, and recreate and then add them at creation time.

Any idea what is going on? As you can imagine, this is making it difficult to manage private rooms.
