Hello everyone:
How do I modify and redesign the windows of Spark? is there any Visual tool for that? I can not do it from netbeans or eclipse.
Some plugin that I step overlooked?

Spark is using Java Swing for visual design, i believe. But mostly it is either JTattoo or Substance skin libraries, so you have to look at how you can modify those skins, not the Spark itself probably.
