Can’t answer your first question. But probably it should be clear, because you are right. Development is slow and at times stalled as we don’t have people to do it. One good developer, but he has his life and job already. Another one has more time, but probably needs more java skills. And there are also some occasional patch contributors. Not much to push such a complex software forward.
Btw, you have tagged this with httpbind. Openfire has http-bind options, so it must be supporting some part of this.
If this information (http://en.wikipedia.org/wiki/WebSockets) from wikipedia is correct, my advice would be to wait until the final draft and all security concerns are cleared before putting any effort into development.
HTTP-BIND seems to be good enough for most browsers for now.
