Admin-console error at startup

Every time I restart my server (after an upgrade, for example), I get this error. The “String index out of range” message in line 4 confuses me. I’‘m guessing I’‘m using a value somewhere that’'s longer than 64 characters? Has anyone had these kind of errors?
