We cannot afford using thirdparty SMS gateways like [external link removed] so we are checking for other options.
Is there any way this Openfire server can be used as SMS gateway?

No options for using?
Either you pay for a gateway-service or you buy your own sms-gateway.
Depending on the use case one or the other is better

an SMS at a gateway-service costs ~0.05$
-
buying your own sms-gateway device starts at 500$, not including sms fees
If you have a gateway, then openfire can be used for sending sms
openfire can not send sms without a gateway
