Changing Locale/Timezone in Environment Setting

I am trying to change Locale/Timesone to Sao Paulo’'s time (GMT - 3). Does anyone know how to do this?

To add to Ryan’'s post, setting the time zone is actully done separately from setting the locale. You can set it by setting the property (in the admin console under Server/System Properties) locale.timeZone property. You would use the value “GMT-3:00”.
