I just downloaded connection_manager_3_2_0.tar.gz, but I can’'t figure out how to get cmanager.jar.pack in a state so it can be used.
Any suggestions?

When you run the script to start up the connection manager service (in the bin directory), it will unpack the JAR files as startup is happening.
