Content Filtering in Admin Console

i want to manage content filtering in a way such that

  1. it masks some words but should not give any notifications

  2. and for some words ,it just gives a notification like the word should not be used

example

consider words

  1. bomb

  2. stupid

if i type bomb and click send,the other person must receive it masked, say the person receives it as 123

if i type stupid,the other person should get a notification stating that the word should not be used

can anyone help m e in this
