Controlling access of who can contact who?

Is there a way to limit who can contact who from the server level? What we would like to do is have a group of employees who are in the same group in Openfire ONLY be able to initiate a conversation with either a list of users or a different group . We don’t want them to be able to start conversations with other employees in their same group (problems of employees abusing the chat and not working! ) IE Have a group of employees in the Employees Group be able to contact and start a chat with anyone from the Managers group, but not with anyone else in the Employees Group.
