Downloading fail during build

Hello!
I’m maintainer openfire port and now try to build 4.9.0. During build process, I’m getting an error:

[ERROR] Failed to execute goal on project starter: Could not resolve dependencies for project org.igniterealtime.openfire:starter:jar:4.9.0: Failed to collect dependencies at com.install4j:install4j-runtime:jar:1
0.0.3: Failed to read artifact descriptor for com.install4j:install4j-runtime:jar:10.0.3: Could not transfer artifact com.install4j:install4j-runtime:pom:10.0.3 from/to ej-technologies (https://maven.ej-technolog
ies.com/repository/): authorization failed for https://maven.ej-technologies.com/repository/com/install4j/install4j-runtime/10.0.3/install4j-runtime-10.0.3.pom, status: 403 Forbidden -> [Help 1]

In browser, after Cloudflare checks, needed page successfully shows.
The command:

fetch https://maven.ej-technologies.com/repository/com/install4j/install4j-runtime/10.0.3/install4j-runtime-10.0.3.pom

give the same error:

fetch: https://maven.ej-technologies.com/repository/com/install4j/install4j-runtime/10.0.3/install4j-runtime-10.0.3.pom: Forbidden

This might have been a transient issue. It seems to work fine now. Can you try again, please? If the problem persists, can you try to do this from another network location (to rule out any local issues)?

Hello! I tried with 4.9.1 version and also at the other PC in different place(but in the same city). The same error in both cases. Now, I downloaded necessary files manually and build finish successfully, but this is seems, like an issue. Must I report about it in a bug tracker?

Good that you got it to work manually. It is puzzling. I’m not sure what to suggest. It (continues to) work for me just fine. Maybe you can report it to EJ-technologies (they’re hosting the file), but I’m not sure if they can do anything.

My understanding is that EJ-Technologies has country based blocks on their repo due to export constraints. We have previously gotten reports that the URL is blocked from Russia, for example.
