I have a couple of persistent rooms where my users can speak openly and members can participate as they wish. Because of the open nature of this room I like to keep the history of the room available to anyone who joins so that they have context for whatever conversation might be going on.

At the same time, however, I’d like to have users be able to create rooms where they can discuss things privately where they may not want to go to such lengths to restrict the membership of the room.

Your second paragraph doesn’t say about the history. So what do you want to achieve for those rooms with high privacy requirements? If you don’t want to show history in this room, try removing Log Room Conversation option in the appropriate room’s settings. Other than that there is no way to have different history policy for the rooms. You will have to create different service for the rooms you wnat different history policy.
