Help with a plugin

I need a plugin made for Wildfire 3.0.1 (open source version). I have 10 machines that are using wildfire and Spark. They can all send and recieve messages without a problem. My problem is I need all of these machines to be able to recieve messages, but only 2 of the machines to send messages. I need this plugin to basically add an option on the user creation screen that says basically “Can this user send messages? yes/no”. Has anyone made anything like this? Can someone make a plugin like this?
