How to an user can be moderator/administrator (not owner) on all mucrooms?

All MUC rooms need an owner. After there is an owner any one can be configured to be an admin via the Openfire admin website. There is no automatic way to set a default admin for MUC and the owner is automatically the creater of the MUC room.
