How to manualy install and download SIP phone plugin on a offline PC?

I would like to know how to manually install and download SIP phone plugin on a offline (not connected to Internet) PC?

Here the SIP plugin is located ? I checked on one PC with SIP plugin already installed and I cant find anything under plugin directory.

From where I can download SIP phone plugin?

Since I can’t edit may initial question here is more info:

I want to install SIP phone on Spark IM client.

I certainly didn’t realize Spark had two plugins folders… one is in the application package, the other is in Users > Username > Spark
