How to send a message to everyone and put annex?

Openfire supports sending messages to all currently connected users. You can do this using admin console:

Sessions → Tools → Send Message

If you want to send a message to all registered users, you need some kind of plugin. E.g. the Helga-Bot supports this.

I’m not sure what you mean with “annex”. Some kind of file attachment? I don’t think that’s possible. But you could upload the file somewhere and add the link to your message.
