There are no immediate plans to support JEP 23, especially since it is an “Information” rather than “Standards Track” JEP. JEP 79 looks like it may be the new standards-track JEP to offer this type of functionality?

And what if I would like to enhance the messenger with JEP-0023 by my self? Is there any mechanism which allow to do that? Is it hard work? Are there any samples?

Unfortunately, there is no easy way for you to add this functionality yourself.
