Ldap users/groups & users missing users from roster

I have these ldap settings in my xml configuration

while the users show up in the admin console, I’‘ve tried 3 different clients(gaim,exodus and psi). 97% of the time only 5-10 users show up for various users. Once on a blue moon all 34 users will show up. I have tried version 2.2.2 and both released 2.3 betas with no luck as well. I’'m currently running 2.3.0 beta 2

Does anyone have any ideas?
