Is there a separate “Room Creator” list/flag to the MUC feature?

What I need is to have Normal users not be able to create MUC rooms, while paid users can. However, do not want paid users to have full administration access to all the MUC rooms.

So I want to be able to mark specific users as able to create rooms while all other normal users can not.

In the admin console go to: Group Chat -> Room Creation Permissions, select “Only specific users can create a chat room” and then enter the specific users.
