I have file transfer set to off, to enforce the use of FTP, and also normal windows file sharing. However, when I attempt to send a file using Neos, Soapbox, GAIM, they all go through without any problems. IS this a feature and not a bug of the Clients?

The feature you turned off is merely the file transfer proxy which helps to facilate file transfers through your server. There is no way to block file transfers all together from Wildfire.
