Openfire access control - Log files vs server administration

Situation:

Multiple levels needed for access to server administration console

Question:

How can we assign certain JIDs to be able to access logs only, or to deny access to logs?

We would love to do this without figuring out Apache permissions and access to certain files per login if that is even possible.

This is not possible with the Openfire server. openfire admin settings are all or nothing.
