So I’m wondering if Openfire should allow accounts with different case registers? If I understand XEP-0029 correctly, then the account test@openfire.com and TEST@openfire.com are different accounts, but when I try to register, Openfire shows an error that such an account is already registered.

Strictly speaking, in XMPP, something called PRECIS should be used - but as it’s hard to upgrade to that - and no-one seems to be using it, Openfire hasn’t either.
Instead, Openfire uses RFC 6122 and the Stringprep specification.
