Or some types of file: avi, mpg etc?

no, you can’‘t. It’‘s usually a client issue and Spark is still far away from being an easy to administrate client, I don’'t know if it is enough for you if the end-user can set the limit of the network administrator should be able and set the limit. But as you did post it here in the Wifi forum I assume that you want the administrator to define this and not an end user.
