Setting rights for users

I have not found anything that really allows for me to specify rights in the system It seems to be either all or none.

I’d like the Management, HR, IT and Team Leads groups to have the ability to broadcast and start conference rooms as they need them, but block the rest of the users from being able to do so.

I’d also like to be able to disable searching for users and translation in Spark. I think the translation was a plugin for spark. I can disable it but the users will still have access to the plugins and the ability to add new ones. Is there a way to block that?

There is no role based administration or rights system in Openfire/Spark. You can blacklist Translator plugin and Add contact (yes, not a Search option, but still something) menu via default.properties file http://community.igniterealtime.org/docs/DOC-2163
