Spark control over Idle settings

Hi, I see that some users will turn off the Idle settings or make the idle time very long. This is very disturbing for other users, do you think it would be useful for administrators to manage these settings and lock it?

I’d like to push this PR, but I need to be sure it will be helpful to someone else.

Ugh. I personally hate it when admins override my personal/privacy sensitive preferences, but I can see how some would find this desirable.
