Is there a up to date “how to” document on getting video chat/video conferencing working?

You are posting in the General section, so i’m not sure what exactly you are looking for. There is a web based video chat conferencing plugin. You can see how install and use it in a video tutorial here Installing Openfire (4.2.0-alpha) and OFMeet (0.9.1)
It is based on Jitsi. Jitsi has a xmpp client which probably also supports Video Chat.
It is hard to get any up to date document as it evolves quite often (ofmeet).
